India cuts diesel export duty to ease global shortage

India halved its diesel export duty to support international fuel supplies, while Ukrainian President Volodymyr Zelenskyy proposed a 100-day moratorium on energy strikes in exchange for expanded Starlink coverage. Concurrently, Rosatom reported positive signals from Yerevan regarding a new nuclear power unit and signed a power agreement with Indonesia.

Global market

India slashed its export duty on diesel fuel nearly by half while increasing gasoline export levies fivefold, Bloomberg reported. Facing soaring spot LNG prices, South Korea will increase coal-fired power generation this winter due to a lack of Qatari gas deliveries. In gas logistics, China filled its underground gas storage to 80% by late September, easing winter spot demand across Asia. In nuclear technology, Rosatom and Indonesia’s PT Pembangkit Listrik Nuklir signed an agreement for two PEB-100 floating nuclear power units totaling 200 MW for Halmahera island. Meanwhile, the Baltic Dry shipping index dropped to 2,511 points.

Russia & CIS

Ukrainian President Volodymyr Zelenskyy offered a 100-day moratorium on strikes against Russian energy infrastructure provided Starlink coverage extends 300 km into Russia, reported The Wall Street Journal. In response, Russian Vice Prime Minister Alexander Novak stated that domestic diesel production capacity is double internal demand, while refiners independently fund passive refinery defenses. In nuclear security, Rosatom prepared diesel deliveries for the Zaporizhzhia NPP under IAEA escort, while Czech Prime Minister Andrej Babis criticized US-Russia diesel trade arrangements. Additionally, EU imports of Russian LNG rose 60% despite sanctions.

Armenia

Rosatom received positive signals from Yerevan regarding the construction project for a new nuclear power unit, stated Rosatom CEO Alexey Likhachev. Concurrently, energy and water regulatory authorities of Armenia and Greece signed a memorandum of understanding. On regional integration, Russian Vice Prime Minister Alexander Novak highlighted ongoing engagement with EAEU partners on processing Russian oil. Against this backdrop, retail prices for petrol, diesel, and compressed natural gas in Armenia remain stable. Natural gas imports from Russia and generation at the Armenian Nuclear Power Plant continue at full capacity under long-term EAEU agreements, shielding the domestic market from price shocks recorded by international market price assessments.
