Iran and Oman Negotiate Joint Strait of Hormuz Control

Tehran and Muscat are close to finalizing a landmark agreement on the joint management of the critical Strait of Hormuz shipping lane, sending oil benchmarks downward. Concurrently, a record-breaking drone offensive ignited a fire at a Russian refinery, while regional Caucasian power networks recovered from a major blackout.

Global market

Iran and Oman are in the final stages of establishing joint management over the strategic Strait of Hormuz shipping corridor, according to Iran’s Foreign Ministry Spokesman Esmaeil Baghaei. This diplomatic progress pushed prices down, with October contracts for global benchmark Brent crude dipping to $79.12 per barrel and US-grade WTI dropping to $74.79 per barrel. Due to persistent Middle East shipping bottlenecks, Sinopec, China’s largest refiner by capacity, has pivoted to Russian Far East oil, acquiring between 30 and 40 shipments of Eastern Siberia-Pacific Ocean (ESPO) crude, equivalent to 241,000 to 320,000 barrels per day, for delivery between July and September.

At the same time, the US Energy Information Administration reported that US diesel exports reached an all-time high of 1.9 million barrels per day last week to offset global fuel shortages, leaving domestic inventories 12% below the five-year average. Additionally, a severe European drought has jeopardized regional power generation, forcing Romania to completely shut down its sole working nuclear reactor cooled by the Danube River. This climatic pressure coincided with European underground gas storage reserves hitting their lowest level in 15 years.

Russia & CIS

A massive drone offensive targeted energy infrastructure in central Russia overnight, sparking a fire at the Yaroslavl Refinery. Yaroslavl Oblast Governor Mikhail Evraev confirmed that while air defense and electronic warfare systems successfully intercepted all 93 Ukrainian drones, falling debris struck the refinery’s storage reservoirs, injuring four people. Despite these rising operational risks, Kyrgyzstan’s Vice Prime Minister Daniyar Amangeldiev announced that imports of Russian petroleum products and lubricants would proceed on schedule, arriving in the republic by the end of August.

Further south, utility operators in Georgia successfully restored electricity supply across the country, including Tbilisi, following a massive system-wide blackout on August 5. The disruption, which was Georgia’s third major grid failure in two weeks, had temporarily paralyzed regional transmission.

Armenia

Armenian Prime Minister Nikol Pashinyan arrived in Cholpon-Ata, Kyrgyzstan, for a two-day working visit to participate in the EAEU Intergovernmental Council meeting. A central objective of the summit is the impending finalization of a free trade agreement between the EAEU and Pakistan, which aims to open new trade corridors and bolster regional economic ties.

The rapid recovery of Georgia’s electrical grid after its third major blackout highlights the inherent vulnerability of South Caucasian transmission lines. For Armenia, these regional grid shocks and the drought-induced reactor shutdown in Romania underscore the broader operational risks facing nuclear and hydroelectric utilities. By expanding EAEU integration, Armenia aims to strengthen its economic defenses against volatile fuel tariffs set by international market price assessments.
