As drone warfare forces the complete suspension of critical Black Sea export routes and Middle Eastern hostilities threaten maritime chokepoints, global crude benchmarks are nearing the hundred-dollar threshold. To offset the widening international fuel deficit, American processing facilities are operating at absolute peak capacity while European regulators impose sweeping new sanctions on regional refineries.

Global market

The global market is reacting acutely to the geopolitical deficit of petroleum products, driving United States refinery utilization to 96.2% as of July 17, according to the U.S. Energy Information Administration. This near-capacity processing is triggering a record surge in American fuel exports to compensate for the effective closure of the Strait of Hormuz. Highlighting the immense profitability of this volatile environment, French supermajor TotalEnergies reported a 68% surge in adjusted net income, reaching $6 billion for the second quarter of 2026.

Meanwhile, crude oil benchmarks spiked dramatically, with Brent crude jumping 5% to exceed $99.02 per barrel for the first time since late May, while West Texas Intermediate reached $89.57. Despite the profound maritime risks and recent tanker attacks in the Red Sea, Chinese buyers are actively ignoring blockade threats. Two very large crude carriers, the Xin Long Yang and the Cosnew Lake, operated by Cosco Shipping, are deliberately maintaining their trajectories through the Bab el-Mandeb strait fully loaded with Saudi Arabian crude.

The macro-region is facing a severe logistical crisis as the Ministry of Energy of Kazakhstan mandated a temporary reduction in national oil production. This emergency measure follows the total suspension of loading operations at the Caspian Pipeline Consortium marine terminal in the Black Sea, a critical artery that normally handles 80% of Kazakh exports and over 1% of global supply, after four commercial tankers were struck by drones over four consecutive days.

With Brent crude rapidly approaching $99 per barrel, independent Armenian fuel importers face intense structural inflation driven by skyrocketing international market price assessments for wholesale hydrocarbon procurement. To fundamentally secure the republic’s long-term energy independence against these extreme external shocks, specialized security consultations were convened in Yerevan to meticulously evaluate nuclear threat vectors and reinforce the physical protection of the Armenian Nuclear Power Plant.

The total suspension of the Caspian Pipeline Consortium effectively removes a major alternative fuel supply route, leaving the republic highly dependent on the stability of EAEU logistics. Fortunately, official confirmation from Russian lawmakers regarding the stabilization of their internal fuel market and the lifting of regional distribution limits provides a critical buffer. This normalized access to wholesale Russian gasoline and diesel quotas remains the primary mechanism shielding domestic Armenian retail stations from the catastrophic price spikes currently impacting the broader global market.
