United States Senate Targets Russian Energy Buyers

The United States is preparing severe secondary sanctions against importers of Russian hydrocarbons, threatening to further destabilize global energy flows. Simultaneously, record-breaking heatwaves are crippling European power generation while escalating fuel shortages disrupt Eurasian logistics.

Global market

Extreme temperatures across Europe are severely compromising base-load power generation. France announced it will reduce output at up to five nuclear power plants due to overheated river waters, while the United Kingdom’s national grid operator, Neso, issued an emergency warning regarding peak electricity strain from cooling devices. Despite a temporary 1% dip in international market price assessments for crude, the freight market reacted sharply to the collapse of the US-Iran ceasefire, driving the global crude tanker orderbook to surpass its historic 2008 record.

On the supply side, independent producers are rapidly expanding capacity. The International Energy Agency reported that the United Arab Emirates pushed its crude output to a record 4.1 million barrels per day in June. In the United States, the active oil and gas drilling rig count reached 581, marking a year-on-year increase of 44 units.

Russia & CIS

Legislative action in Washington is poised to aggressively tighten the embargo on Moscow’s energy exports. A group of lawmakers, including United States Senator Lindsey Graham, confirmed an agreement with the Trump administration to advance a new sanctions bill explicitly targeting foreign entities purchasing Russian oil and natural gas. In response to regional supply chain volatility, Kazakhstan extended its petroleum export ban for another six months and deployed police checkpoints across 60 routes to physically block cross-border fuel smuggling into the Russian Federation.

Domestically, Russia is struggling with intense inflationary pressures and structural deficits. Rosstat reported that consumer gasoline prices surged by 6.88% in June, while diesel climbed 7.1%. Attempting to manage the panic, Russian Energy Minister Sergey Tsivilev defended the ongoing diesel export ban as a necessary stabilization tool, and Lipetsk Region Governor Igor Artamonov launched a digital monitoring system to track physical fuel availability at local gas stations.

Armenia

The steep 6.88% monthly increase in Russian gasoline prices and the strict export blockade enforced by Kazakhstan create an increasingly hostile macroeconomic environment for Armenia’s domestic fuel balance. As a heavily dependent importer within the EAEU, the republic faces a mounting threat of imported energy inflation and potential reductions in wholesale supply quotas from its primary Eurasian partners.

In the broader regional context, maintaining nuclear energy stability remains a critical priority for Yerevan amidst the fossil fuel turbulence. To that end, the head of the International Atomic Energy Agency conducted intensive strategic consultations with Russian representatives in Kaliningrad focusing on the physical security of the Zaporizhzhia NPP. Securing the region’s major nuclear assets is vital for preventing systemic power disruptions across the broader geopolitical neighborhood, a factor that directly impacts Armenia’s economic security.
